According to IRS Publication 969, you can receive tax-free distributions from your MSA, HAS, and FSA to pay, or be reimbursed for qualified medical expenses you incur, after you establish the HAS. Qualified medical expenses are those expenses that would generally qualify for the medical and dental expenses deduction. These are explained in Publication 502, Medical and Dental Expenses.

Page 2 of IRS Publication 502 states that Medical Care expenses must be primarily to alleviate or prevent a physical or mental defect or illness.
According to the same IRS Publication 502, Page 6, you can include under Capital Medical Expenses the medical expenses you pay for special equipment installed in your home, or for improvements, if their main purpose is medical care for you, or for your spouse, or your dependent. The cost of permanent improvements that increase the value of your property may be partly included as a medical expense. The cost of the improvement is reduced by the increase in the value of your property. The difference is a medical expense. If the value of your property is not increased by the improvement, the entire cost is included as a medical expense.
